The City of Tuscaloosa
will soon begin conducting a study of the greater
downtown area, beyond the scope of the current urban
renewal project area. |

The City of Tuscaloosa,
Alabama as part of its Memorandum of Agreement with the
Alabama Historical Commission is conducting a Greater
Downtown Study. The study shall include various
inventories, plans and implementation techniques for the
purpose of mitigating the impacts on historical
structures located within the Downtown Urban Renewal and
Redevelopment Area. Given the limited ability to
undertake meaningful mitigation within the Downtown
Urban Renewal and Redevelopment Area, the city has
identified an expanded area of Downtown, referred to as
"The Greater Downtown Study Area", in which to undertake
the study and certain subsequent mitigation efforts.
The study is being funded with a grant from the Federal
Highway Administration (FHWA) to the City of Tuscaloosa. |

To facilitate any
mitigation efforts that may be implemented, the study
shall determine if an to what extent there are portions
of the study area of the city which would qualify and
thereby benefit from an Urban Renewal/Redevelopment Plan
and Project. Generally, the purpose of any such
project is to eliminate the unhealthful, unsanitary, and
unsafe conditions, eliminate obsolete or other uses
detrimental to the public welfare, and to otherwise
remove and prevent the spread of blight and elements of
physical and economic deterioration. Such project
may but is not required to include, depending upon the
facts developed during the course of investigation,
study and inquiry, the acquisition of property,
demolition of structures and the implementation of a
Urban Renewal/Redevelopment Plan or portions thereof
such as the installation, construction and
reconstruction of streets, utilities, parks and other
improvements necessary to meet project objectives.
Collectively, the information, analysis,
recommendations, findings and conclusions of the study
and the project will then be developed into a Greater
Downtown Plan. |

Cooper Consulting Company,
Inc is being retained by the city to conduct the study,
the project and to work with other consultants to
perform the necessary studies to identify potential
blighting factors as set out in the Alabama Code 24-2
and 24-3, located in the study area.

The Greater Downtown Study
Area covers an area generally lying south of the Black
Warrior River, east of Martin Luther King, Jr. Blvd.,
west of Queen City Avenue and north of 15th Street in
the City of Tuscaloosa, Alabama.
